“La base de datos indica que 32 personas murieron bajo custodia, en su mayoría en los penales de Izalco y La Esperanza, también conocido como Mariona. En noviembre, las autoridades salvadoreñas informaron que 90 personas detenidas habían fallecido desde marzo, en circunstancias que las autoridades todavía no han investigado de forma adecuada”, dijo HRW y Cristosal.
Al mes de agosto, más de 50.000 personas habían sido enviadas a detención provisional, elevando la población penitenciaria a más de 86.000 personas.
Human Rights Watch y Cristosal concluyeron que el Gobierno salvadoreño debería reemplazar el régimen de excepción con una estrategia sostenible y respetuosa de los derechos humanos para abordar la violencia de pandillas y proteger a la población de los abusos que estas cometen.
